WHILE the hunt is on for cab driver Ratwal’s accom plices in the alleged drugging and rape of three minors, the attention of the authorities has finally turned to the victims.
The victims, a 13–year–old girl and her brothers aged seven and 10, were taken to a childcare home for counselling and de–addiction treatment on Sunday morning. While investigating officers remained mum on the nature of the counselling and other details, police sources confirmed the move.
"The authorities came in the morning and took the three children and their mother. She told me that they were going to take the children for treatment and would be back in the evening," said Subash Naagar, the family’s next–door neighbour.
Naagar, who persuaded the family to file a police complaint, spoke about the children’s behaviour. "The children are still suffering from the continuous drugging they were subjected to, particularly the elder of the two boys. He is often dazed and listless and shows restlessness of the kind one finds in drug addicts.
He was forced to inhale a white powder. The police are still trying to ascertain the drug," Naagar added. Police said there was a dire need for the victim’s counselling given the long ordeal they suffered.
They, however, refused to divulge which juvenile home the children were taken to. Meanwhile, the Delhi Commission for Protection of Child Rights (DCPCR) has taken cognizance of the case and issued notices to various authorities, including the principals of Salwan Girls’ Public School, where the girl studied, and the J D Tytler School where the boys studied. Notices have been issued to DCP Central, and Director (Education) of the Delhi government.
The DCPCR will issue guidelines to investigating officers on how to investigate such a sensitive case. "DCPCR chairman Amod Kanth personally contacted the officer concerned and issued guidelines for investigation. He said this is not a simple case; it has a larger implication that may includes child trafficking and kidnapping," a DCPCR official said.
